Many years ago in Law School I read an analysis of the DC Statehood proposal which concluded that in order to become a State the Federal Government would have to release its claim to DC as a Federal District. But if it did so, according to the original grant from Maryland, DC would revert to Maryland and would have to request Maryland's OK to secede from the State
