Montpelier takes "freedom" a bit far

Last week I mentioned that Montpelier, Vermont is the only capital city in America without a McDonalds. Now it turns out that Montpelier has another curious distinction. Apparently, it's the the only capital where it's quite alright for a young woman to walk around the city without any clothes on.  Here's the report....
